HAWAIIAN DREDGING CONSTRUCTION COMPANY, INC. has been building projects in Hawai‘i since 1902. HDCC is the oldest and largest full-service general contractor in the State of Hawai‘i. Hawaiian Dredging’s early projects include dredging the entrance to Pearl Harbor, constructing the Ala Wai Canal and the development of much of Honolulu’s waterfront—over 5,000 acres—from Honolulu Harbor to Waikiki.
HDCC built Dry Dock 1 at Pearl Harbor in 1919 and also worked on Dry Docks 2 and 3.
Through its 120+ year history. Hawaiian Dredging is Hawaii's largest general contractor, with over 700 local employees and annual revenues exceeding $550 million. Hawaii's prominent and diverse general contractor, serving all islands and Guam with five major divisions with a portfolio that includes many of Hawaii's iconic buildings and infrastructure projects that include Honolulu’s King Kalakaua Building (Main Post Office) and the Honolulu Museum of Art (aka Honolulu Academy of Arts) both of which are included in the National Registry of Historic Places. HDCC's projects span the spectrum of residential, hospitality, commercial, retail/entertainment, healthcare, educational, and infrastructure projects.

ORION GOVERNMENT SERVICES is a leading specialty construction company serving the infrastructure, industrial and building sectors, provides services both on and off the water in the continental United States, Alaska, Hawaii, Canada and the Caribbean Basin through its marine segment and its concrete segment. The Company's marine segment provides construction and dredging services relating to marine transportation facility construction, marine pipeline construction, marine environmental structures, dredging of waterways, channels and ports, environmental dredging, design, and specialty services.

OICC PHNSY provides robust quality assurance, contract administration, and command-level accountability for top priority projects, primarily in support of the Shipyard Infrastructure Optimization Program (SIOP) Commissioned in March 2023 as a new NAVFAC command . NAVFAC’s technical and contract authorities’ facilitate industries delivery of key infrastructure.

SIOP is the historic project of the Navy’s Shipyard Infrastructure Optimization Program (SIOP). SIOP is a holistic investment plan that integrates all infrastructure and industrial plant equipment investments at the nation’s four public shipyards to meet nuclear fleet maintenance requirements and improve navy maintenance capabilities by expanding shipyard capacity and optimizing shipyard configuration.
SIOP ushers in a new era as the Navy executes a once-in-a-century investment to reconfigure, modernize and optimize the four aging Naval Shipyards into new modern facilities that will serve this Nation far into the future.
